Selection and Implementation of Pilot Project for 3 BRESL Products under Barrer Removal to the Cost-effective Development and Implementation of Energy Efficiency Standards & Labeling (BRESL-1) Project

Description of Project:

 Strengthening Governance Management Program (SGMP) was a successive project to the previous Good Governance Program (GGP), a governance initiative, which aimed at policy reforms, anticorruption, national integrity, right to information, etc. One part of SGMP project aimed to assist National Board of Revenue (NBR) for introducing online filing of tax returns and digitization of return processing. ADB had appointed e.Gen Consultants Ltd. as national firm for providing Technical Assistance (TA) to NBR in designing and installing the aforementioned system

Description of actual services provided by the staff within the assignment:

    • Review of BSTI (Bangladesh Standards and Testing Institution) standards on energy efficiency and grading of 6 products and identification of the sources such as other national standards/International Electro-technical Commission (IEC)/ International Standards Organization (ISO) standards etc;
    • Review of the list of products brought under mandatory Certification Marks (CM) scheme of BSTI and the standards referenced in that list; and Review of local representative manufacturers’ data/facts sheet or technical brochure on the 6 BRESL products;
    • Review of the Drafted Bill of 2012 on formation of SEDA; and Review of report(s) on energy efficiency improvement in Bangladesh published with assistance of German Technical Cooperation Agency (GIZ) / World Bank;
    • Review of the roles played by GoB and its various machinery such as NBR (national Board of Revenue), Ministry of Commerce, IDCOL (Infrastructure Development Company Limited), and non government stakeholders such as CAB (Consumers Association of Bangladesh), EAB (Electrical Association of Bangladesh) and BEMA (Bangladesh Electric Manufacturing and Merchandizing Association);
    • Guide the BRESL team with an implementation strategy comprising of the review of reports and several survey sessions’ comments and findings from TWG consultants and other relevant stakeholders;
    • Carry out a small pilot project to quantify and justify our findings and recommendations;
    • Developing a Training module for the training course including facilitator’s guide, session plan with power point presentation on case studies or examples from Bangladesh context.
